FedEx has published its rates for 2027. According to the FedEx rate changes page, effective January 4, 2027, "FedEx package standard list rates for U.S., U.S. export, and U.S. import services will increase an average of 5.9%." On the same date, a long list of surcharges and fees goes up too, and several more changes follow on January 18 and February 1.
If you ship merchant-fulfilled (FBM) Amazon orders with FedEx, 5.9% is the headline average for standard list rates. What you actually pay in 2027 also depends on your service, zones and weights, the surcharges that apply to each parcel, the fuel surcharge and any contract terms you have. If you sell purely through Fulfillment by Amazon, it does not change your FBA fulfillment fee, which Amazon sets separately, but it can still reach you through any parcels you send with FedEx yourself.
These are FedEx's U.S. rates. The 5.9% average covers FedEx standard list rates for U.S. domestic, U.S. export and U.S. import services, and each surcharge amount below applies only to the services named for it. If you ship from the UK or EU, FedEx publishes separate rates there.
This post covers what FedEx has published, the surcharges that matter most to a typical seller, and what to do before each date.
What FedEx announced, and when it applies
The changes arrive in three waves. The dates below come from the FedEx rate changes page, updated September 18, 2026.
- January 4, 2027: package standard list rates rise an average of 5.9%. FedEx also says rates for FedEx Ground Economy, FedEx Ground Multiweight, FedEx International Premium and FedEx International Priority DirectDistribution will increase, and that minimum rates for FedEx U.S. and international package services will increase. Surcharge and fee changes take effect on this date, and so do new Delivery Area Surcharge and Pickup Area Surcharge ZIP code lists.
- January 18, 2027: FedEx introduces a Paper Document Fee of $25 per shipment "when any associated trade document is provided in a non-electronic format prior to the processing of the shipment, requiring manual processing by FedEx," and a Paper Air Waybill Fee of $5 per shipment on U.S. domestic and export shipments "initiated with manual paper airbills." FedEx also says "the Residential Delivery Charge will be applied to qualifying international package and express freight shipments to select destination countries, and all qualifying international shipments to the U.S. and Canada will be subject to the Residential Delivery Charge."
- February 1, 2027: FedEx "will make changes to the zone classification for select U.S. domestic origin-destination ZIP code pairs."
Two of those points are easy to overlook. First, 5.9% is an average. Your own list-rate increase depends on the service, zone and weight you actually ship, and you get it by comparing the 2027 standard list rates against the 2026 table for your own shipping profile. That gives you the base-rate part of the change only. The surcharges your parcels attract are charged in addition, FedEx publishes its fuel surcharge separately on its fuel surcharge page, and if you have a FedEx agreement, check it for how your own pricing, surcharges and fuel are calculated. Second, the February 1 zone change means some origin and destination pairs will be priced in a different zone from next year, which can move a rate independently of the percentage increase.
The surcharges that reach a typical FBM parcel
FedEx's 2027 surcharge and fee changes document lists the old and new amount for each charge, and says: "The following surcharge changes will take effect Jan. 4, 2027, unless otherwise noted, for FedEx services." It is seven pages long and much of it covers freight, customs clearance and international services. These are the lines most likely to appear on a residential parcel from a small or mid-sized seller.
Residential Delivery Charge
For FedEx Ground, FedEx Home Delivery and FedEx International Ground shipments, the charge rises from $6.45 to $6.90 per package. The same table has a separate line for U.S. Package Services, which rises from $6.95 to $7.35 per package.
FedEx lists these amounts separately by service, so use the line that matches how you ship. If most of your orders go out on Ground or Home Delivery, $6.45 to $6.90 is the one to put in your numbers.
Delivery Area Surcharge
This applies to deliveries to ZIP codes on FedEx's Delivery Area Surcharge lists, and those lists themselves change on January 4. For U.S. package services the 2027 amounts are:
- Residential: $6.60 to $7 per package
- Extended Residential: $8.80 to $9.60 per package
- Commercial: $4.45 to $4.70 per package
- Extended Commercial: $5.55 to $6 per package
- Remote Commercial and Remote Residential: $16.75 to $17.75 per package
Alaska rises from $46 to $48.75 per package and Hawaii from $16.25 to $17.50.
Additional Handling and Oversize
Both vary by zone. FedEx lists Additional Handling on three separate bases: dimension, weight and packaging. For U.S. package services, the dimension-based charge in Zones 5-6 rises from $38.50 to $41.25 per package, and the weight-based charge in the same zones rises from $56.25 to $60.25. The Oversize Charge for U.S. package services and FedEx Home Delivery in Zones 5-6 rises from $320 to $345 per package. Each zone in these three tables rises; check the document for the zones you ship to most.
Address Correction and Home Delivery options
Address Correction rises from $25.50 to $27 per correction. On FedEx Home Delivery, Date Certain delivery rises from $4.95 to $5.25 per package, Evening from $11.25 to $11.95, and Appointment from $25.50 to $27.
What the combination does to a single parcel
Surcharges stack, which is why they matter more than the headline percentage suggests. Take a FedEx Home Delivery parcel going to a residential address in a ZIP code that carries the residential Delivery Area Surcharge. On the figures above, those two charges total $13.05 in 2026 ($6.45 plus $6.60) and $13.90 in 2027 ($6.90 plus $7.00). That is $0.85 more per parcel, about 6.5%, before the base rate and fuel surcharge are applied. It is our own arithmetic on FedEx's published list amounts, and it applies to list pricing. A negotiated agreement may treat these charges differently.
Across a few hundred orders a month, a change like that is easy to miss inside the total shipping bill, and much easier to see once it is expressed per order and per SKU.
The January overlap with peak surcharges
The new rates take effect on January 4. FedEx's demand surcharges page lists its U.S. domestic package holiday demand surcharges running until January 17, 2027 (we covered them in our 2026 peak season surcharges guide), and each of those surcharges applies only to shipments that meet FedEx's criteria for it. So for roughly the first two weeks of January, any parcel that attracts a demand surcharge will pay it on top of the higher 2027 rates. Check which demand surcharges your shipments actually qualify for before budgeting: they are not universal. For example, the Demand Residential Delivery Charge applies only to enterprise customers shipping more than 20,000 qualifying packages in a calculation week. Where a demand surcharge does apply to you, budget for it and the 2027 rates together through that window.
What to do, and by when
This applies to any parcel you ship on your own FedEx account. For most readers that means FBM orders. If you sell only through FBA, your FBA fulfillment fees are not affected, but run the same checks on any parcels you do send yourself with FedEx.
Before January 4
- Pull your own FedEx shipping profile. List the services, zones and weight bands that make up most of your volume, then look those cells up in the 2026 and 2027 standard list rate tables. That gives you your real list-rate increase in place of the average. Then add the surcharges your parcels actually attract.
- Check both new ZIP code lists. FedEx has published 2027 Delivery Area Surcharge and Pickup Area Surcharge ZIP code lists on its rate changes page, in PDF and spreadsheet formats. Check your customers' destination ZIP codes against the Delivery Area list, and your own warehouse or pickup ZIP codes against the Pickup Area list. Pickup surcharges are charged per pickup stop, not per package, and the amount depends on which category your pickup ZIP code falls in. In 2027 the Pickup Area Surcharge rises from $6.20 to $6.75 per stop, the Extended Area Pickup Surcharge from $8.30 to $9, and the Remote Area Surcharge from $15.50 to $16.75. Spread the applicable stop charge across the parcels collected at each pickup instead of adding it to every order.
- If you have negotiated pricing, ask how it applies. FedEx's 2027 surcharge document tells customers to contact their FedEx account executive for more information. Contract terms decide how a list-rate increase reaches you, so confirm it rather than assuming.
- Update your shipping software. FedEx says 2027 rates will be downloaded to FedEx Ship Manager on or after January 4, 2027, and that you need the latest software version for your automation to reflect the changes.
- Reprice where the margin cannot absorb it. For FBM SKUs with thin margins, especially heavier or larger items that pick up Additional Handling or Oversize charges, decide now whether the price, the packaging or the service level needs to change.
January 4 to 17 (U.S. domestic)
- Treat the overlap as a temporary cost, if it applies to you. Parcels that qualify for a demand surcharge in this window pay it on top of the 2027 rates. If you adjust prices or shipping settings for it, plan to reverse that adjustment once the domestic demand surcharges end, so the permanent 2027 pricing is what remains. FedEx's U.S. international demand surcharge is separate: FedEx says it will adjust it throughout the holiday season, so check its current status on the rate changes page before removing it from your budget.
Before January 18
- Check for paper documents and paper airbills. If you ship internationally with paper trade documents, or start any shipments with manual paper airbills, find those shipments now. From January 18 they can attract the $25 Paper Document Fee or the $5 Paper Air Waybill Fee under the conditions above, so either move them to an electronic process or add the fee to their cost.
Before February 1
- Re-check zones for your main shipping lanes. Zone classifications change for select U.S. origin and destination ZIP code pairs on February 1. Re-run your highest-volume lanes through FedEx's rate tools after the change and update your cost assumptions if a lane moved zone.
Seeing the real effect on your profit
The difficulty with carrier increases is that the cost lands on a carrier invoice, not in the per-order view you use to judge profitability. What about UPS?
As of September 21, 2026, Supply Chain Dive reported that UPS had not yet announced a 2027 rate increase. That was a snapshot on that date, so check whether UPS has published its 2027 rates before deciding which carrier to route more volume through next year.
